R. Willard "Will" Hoing, Vice President and Chief of Staff, is a federal funding expert who consistently wins competitive grants and Community Project Funding/Congressionally Directed Spending requests for healthcare systems, colleges and universities, and governments, and social service agencies. In fact, Will is undefeated in selected federal grant categories, having won funding for every application submitted.

Prior to joining MM, Will served as a Law Clerk at the U.S. Copyright Office. There he worked in the Office of Policy and International Affairs, assisting the Associate Register with Congressional testimony, briefing Congressional staff and attorneys on issues of copyright law, and preparing memoranda for Congressional hearings on copyright reform. He also helped coordinate policy activity for the Office during international treaty negotiations.
Will initially began his career in Washington, DC as a clerk for the U.S. House of Representatives Committee on the Judiciary, where he worked with Committee staff, as well as representatives from the world’s leading technology and entertainment companies to pass legislation related to intellectual property law.
A native of the DC area, Will received his Bachelor of Arts degree from the College of William & Mary, double-majoring in Government and Classical Studies. He earned his Juris Doctor from Washington and Lee University School of Law.
Will and his wife Meredith are proud “parents” of Philomena (Phil), a beautiful basset hound with epic ears that drag on whatever surface she’s trodding (and she still trips on them, too). Phil was named as a runner-up in Garden & Gun’s 2020 Good Dog Photo Contest and Editor’s Choice for the Washingtonian’s 2021 Cutest Dog Photo Contest.
Beyond spending time with Meredith and Phil, Will is a mediocre golfer and an avid supporter of Liverpool Football Club.
